[Finance] Statements for the PUB

Well I do have more information on this. It's just that my reporting has 
been a little ad hoc.

In June last year Jason (on short notice) asked for the 2015 financials 
including the MPI grant. At that point I had posted the grant into the 
2016 year which was a mistake (since we had just changed our year end). 
So I moved it back to Dec/2015, re-stating our 2015 financials, and gave 
him a copy. So the 2014,15,16 years now each show an MPI grant.
I now contact the lawyer's office in December and get a copy of their 
billing to include in the annual financials.

The actual grant application and agreement should be a matter of record 
for Bike Winnipeg. This might be a job for a "Grants Administrator" or 
perhaps a "Corresponding Secretary".
