[Policy] leap manifesto

Hi folks,

I was supposed to write up something about the leap manifesto before our
meeting about the leap manifest.  I am including the link to the manifesto
itself (it's a short read) and an article I wrote about it for the River
East Transcona Teachers Association newsletter.
