[Policy] vision zero, leap manifesto, city of winnipeg at strategy

Good afternoon,

Mark has shared this document with me in response to the documents I sent
out about Vision Zero.  He says that " its always good to look into in
along with the Dutch Version, which is known as Sustainable Safety, I find
it easier to grasp, and better documented,"  Please have a look at this
sustainable safety document along with the vision zero documents.
