[Finance] [Membership] Bike Winnipeg Budget

My understanding was that the tentative budget included $2000 from memberships, which is about 100 new members. 

We havnt finalized the membership model yet so it is a little hard to say but it would be good for the $2000 to come from new members, as opposed to donations from existing members.
