[Policy] drafts of helmet and diamond lane position statements

Thanks for resending it Laura!  The changes to the helmet position look
good to me.  Thanks for taking the time to word smith it and add some more
details.  I noticed a mistake in the last sentence before the conclusion.  "
It is widely acknowledged that the health benefits gained by riding a bike
greatly outweigh any increased risk posed from injury while riding by a
bicycle (see http://www.cyclehelmets.org/1015.html for a compilation of
research on health benefit vs. injury risk ratios)."  (see: from injury
while riding by a bicyle).

The diamond lane position looks good too.
