[Policy] ATTENTION: Postponement of Policy Committee Meeting

Hey folks,

Please find a draft of the policy attached.  Sorry it took so long to get
out.  I have spent most of my holiday trying to potty train our two year
old.  There has not been much time available to sit down to read and
write.  I have not had a chance to edit it yet (hopefully after bedtime
tonight) so please ignore grammar and spelling.
