[Policy] drafts of helmet and diamond lane position statements

Here again are the two most recent versions of both statements.  So far, Gord has indicated he is ok with the Diamond Lane one.  Waiting to hear about the others.  I will be out this evening from 5 till 10 but hope we have a version to send out to the board after that.
