[Policy] [BW-board] AGM planning call for committee reports by April 15

So far we have had one meeting.  We talked about what the structure of a 
policy document might look like.  We decided to review several outside 
policy documents for possible endorsement.  This adds up to no news.  We 
could say the the policy committee is once again active but that's not 
exciting news either.
     Of course we expect to do great things but at this point we really 
have nothing to announce.  So let's say nothing.
     This may sound a bit negative but there is the larger question of 
keeping the AGM focused and relevant.
