[Policy] February 24th Bike Winnipeg Policy Committee Meeting Cancelled

Hi,

Laura has let us know that she will be delayed up north and won't be able
to host the Bike Winnipeg policy committee meeting she had planned for
February 24th, so the meeting is cancelled this Wednesday. She will email
us when she is back in town to reschedule.
