[Policy] draft policy on traffic control measures (speed limits)

As discussed at our meeting I have drafted a policy statement on speed
limits, although I actually broadened the policy statement to cover
"traffic control measures" in general, with speed limits being one such
measure.  I used the format that Jackie suggested that has sections for
Policy, Purpose, Scope, and Procedure, and I added a section called
Background.
