Refine the draft framework<https://docs.google.com/spreadsheets/d/1iuVfdurTyiaKbksHsmsVpWUgKzGMJ08zTL-7APe5Rl0/edit?usp=sharing> for a grant oversight/approval/risk management policy and bring back to the Board for approval [Finance]
