[Finance] BW financial accountability and transparency policies

Hi all,
I've drafted policies for financial accountability and transparency as
required for Imagine Canada's Strong Charities accreditation. Please
review these policies - B1 through B13 in this document

prior to Wednesday's meeting (and please excuse the draft-in-progress state
of the rest of the document). It's only 3 pages; I wouldn't mind getting
these approved by the committee and off our plate before we get busy
wrapping up the overall OCD project in March, so Neiva I hope you're OK
adding them to Wednesday's agenda. Feel free to use the commenting feature
in the document.
These standards seem to be very much in line with common sense, some of
what we've already discussed, and, especially in the financial section, are
already what's required by law/regulation. So going through this standards
accreditation program should give us confidence that we're doing what's
needed to operate as a charity, which doesn't appear unwieldy once you
actually read through the relatively straightforward policies.
