[Finance] Donation from Winter Cycling Congress

Hi,

I just wanted to pass along some good news that Anders sent me the other 
day. The Winter Cycling Congress had a surplus from their recent 
conference held in Winnipeg at MTYP. They have decided to split that 
profit evenly between Bike Winnipeg, the WRENCH, and the Winter Cycling 
Federation, which will result in a donation of $850 for Bike Winnipeg. 
I've sent Anders a thank you by email, and I'll put out something more 
formal when we get the cheque.
